도널드 트럼프 미국 대통령은 7일(현지시간) 자신 소유의 소셜미디어 트루스소셜을 통해 이재명 대통령을 수신인으로 하는 서한을 공개하고, 한국에 8월 1일부터 상호관세 25%를 부과할 예정이라고 밝혔다. 다음은 해당 서한의 전문이다.

친애하는 대통령께 

대통령께 이 서한을 보내게 되어 영광입니다. 이는 우리 무역 관계의 강력함과 헌신을 나타내고, 미국이 귀국과 상당한 무역 적자를 보고 있음에도 불구하고 한국과 계속 협력하기 원한다는 사실을 보여줍니다.

그러나 우리는 좀 더 균형적이고 공정한 무역 관계 하에서만 귀국과 함께 나아가기로 결정했습니다. 따라서 우리는 귀국이 세계 제일의 시장인 미국의 특별한 경제에 참여하도록 초청하는 바입니다. 

우리는 오랫동안 한국과의 무역 관계를 논의해 온 결과, 한국의 관세 및 비관세 정책과 무역 장벽으로 인한 장기적이고 매우 지속적인 무역 적자로부터 벗어나야 한다는 결론을 내렸습니다. 불행하게도 지금까지 우리의 관계는 상호적인 것과는 거리가 멀었습니다.

2025년 8월 1일부터 우리는 미국으로 들어오는 모든 한국산 상품에 대해 25%만의 관세를 부과할 것입니다. 이는 모든 품목별 관세와는 별도로 부과되는 것입니다. 높은 관세를 회피하기 위해 환적되는 제품에 대해서는 더 높은 관세가 부과될 것입니다.

이 25%라는 수치는 우리가 귀국과의 무역 적자 불균형을 없애기 위해 필요한 것보다 훨씬 낮은 것임을 이해해주시기 바랍니다. 아시다시피 한국 혹은 귀국 내 기업들이 미국 내에서 제품을 생산한다면 관세는 없을 것입니다. 우리는 관련 승인 절차를 빠르고, 전문적이고, 정례적으로 진행하기 위해 필요한 모든 것을 할 것입니다. 다시 말해 수주 안에 이 절차들을 진행할 것입니다.

혹여나 귀국이 관세를 인상하기로 결정한다면, 귀국이 올리는 수치 만큼의 관세가 우리의 25% 관세에 추가될 것입니다. 이 관세는 오랜 기간 미국을 상대로 지속 불가능한 무역 적자를 야기해 온 한국의 관세와 비관세 정책과 무역 장벽을 바로잡기 위해 필요한 것임을 이해해주시기 바랍니다. 이 무역 적자는 우리의 경제, 그리고 실질적으로는 우리의 국가 안보에 있어 중대 위협입니다! 

우리는 귀국의 무역 파트너로서 앞으로도 오랜 기간 함께 하기를 원합니다. 만일 귀국이 지금까지 닫혀 있던 여러분의 무역 시장을 미국에게 개방하고 관세와 비관세 정책 및 무역 장벽을 제거한다면 우리는 아마도 이 서한의 내용을 수정하는 것을 고려할 수 있을 것입니다.

이 관세는 우리와 귀국과의 관계에 따라 더 높아지든 더 낮아지든 변경될 수 있습니다. 귀국이 미국의 결정에 실망하지 않기를 바랍니다.

Dear Mr. President:

It is a Great Honor for me to send you this letter in that it demonstrates the strength and commitment of our Trading Relationship, and the fact that the United States of America has agreed to continue working with Korea, despite having a significant Trade Deficit with your great Country.

Nevertheless, we have decided to move forward with you, but only with more balanced, and fair, TRADE. Therefore, we invite you to participate in the extraordinary Economy of the United States, the Number One Market in the World, by far.

We have had years to discuss our Trading Relationship with Korea, and have concluded that we must move away from these longterm, and very persistent, Trade Deficits engendered by Korea's Tariff, and Non Tariff, Policies and Trade Barriers. Our relationship has been, unfortunately, far from Reciprocal.

Starting on August 1, 2025, we will charge Korea a Tariff of only 25% on any and all Korean products sent into the United States, separate from all Sectoral Tariffs. Goods transshipped to evade a higher Tariff will be subject to that higher Tariff. Please understand that the 25% number is far less than what is needed to eliminate the Trade Deficit disparity we have with your Country.

As you are aware, there will be no Tariff if Korea, or companies within your Country, decide to build or manufacture product within the United States and, in fact, we will do everything possible to get approvals quickly, professionally, and routinely-In other words, in a matter of weeks.

If for any reason you decide to raise your Tariffs, then, whatever the number you choose to raise them by, will be added onto the 25% that we charge. Please understand that these Tariffs are necessary to correct the many years of Korea's Tariff, and Non Tariff, Policies and Trade Barriers, causing these unsustainable Trade Deficits against the United States. This Deficit is a major threat to our Economy and, indeed, our National Security!

We look forward to working with you as your Trading Partner for many years to come. If you wish to open your heretofore closed Trading Markets to the United States, and eliminate your Tariff, and Non Tariff, Policies and Trade Barriers, we will, perhaps, consider an adjustment to this letter.

These Tariffs may be modified, upward or downward, depending on our relationship with your Country. You will never be disappointed with The United States of America.
